Message since the bore is press fit and as soon as the plug is pushed in the RTV actually moves outward. Unless the person doing it put an insane amount on the plugs.

I put Prematex rightstuff on the plugs when I installed them. I put such small amount that I didn't even think it would seal. And any RTV that got pushed outward once I started pressing the plugs in, I just used to smear it around the lip of the plug and the chamfer edge of the block.

If I recall correctly, I think IPP JB welds their built engines. Not saying that the JB weld would break off like RTV but there are different ways to skin the cat.
